The following is from the Forward of the FBI paper: Handgun Wounding Factors And Effectiveness (1989).

The selection of effective handgun ammunition for law enforcement is a critical and complex issue. It is critical because of that which is at stake when an Officer is required to use his handgun to protect his own life or that of another. It is complex because of the target, a human being, is amazingly endurable and capable of sustaining phenomenal punishment while persisting in a determined course of action. The issue is made even more complex by the dearth of credible research and the wealth of uninformed opinion regarding what is commonly referred to as "stopping power."

In reality, few people have conducted relevant research in this area, and fewer still have produced credible information that is useful for law enforcement agencies in making informed decisions.

This article brings together what is believed to be the most credible information regarding wound ballistics. It cuts through the haze and confusion, and provides common-sense, scientifically supportable, principles by which the effectiveness of law enforcement ammunition may be measured. It is written clearly and concisely. The content is credible and practical.

The information contained in this article is not offered as the final word on wound ballistics. It is, however, an important contribution to what should be an ongoing discussion of this most important of issues.

This FBI paper was published in the FBI's Law Enforcement Bulletin; but as of 2004, it was no longer available to the general public. I requested a copy from the FBI Library in Quantico, VA, and received a copy of the report which was available on the web. It was not an "official" copy, so in August 2004, I filed a Freedom Of Information Act request for the report. I received an "official" copy of the FBI report in May 2005 after an initial denial, and appeal of that denial.

It was and still is an excellent resource. I believe that the info in it is of value to the millions of law abiding folks who have a handgun for self defense. And it may help some realize that a gun is not a magical self defense wand that will ward off evil and assure their safety and security.

The FBI paper: The FBI's 10MM Pistol details the process that led to the FBI's decision to move to a 10 mm (.40 caliber) pistol. As such it is an excellent historical document and also provides one with an insight to the thinking used to support the decision. Also included are my comments.

Both papers are included in the MobiPocket, Kindle, and PDF editions that are available via the web or my site www.pointshooting.com.

The Arial font was used to make the text easier to read. Some e-readers may use a different font as a default.

Only the PDF edition contains images of the scanned pages of the "official" copy of: Handgun Wounding Factors And Effectiveness. They are not in the MobiPocket or Kindle editions, as they are two big to be readable on most e-readers.

The cover includes the FBI name and Seal as provided in the FOIA release, and identifies the publication as a FOIA release. The FBI has been advised of that.

I have developed a methodology, based on macroeconomic and trade models, to estimate the market for merry-go-rounds, swings, shooting galleries, fairground amusements, traveling circuses, traveling menageries, and traveling theatres for those countries serving Lithuania via exports, or supplying from Lithuania via imports. It does so for the current year based on a variety of key historical indicators and econometric models.

In what follows, Chapter 2 begins by summarizing where Lithuania fits into the world market for imported and exported merry-go-rounds, swings, shooting galleries, fairground amusements, traveling circuses, traveling menageries, and traveling theatres. The total level of imports and exports on a worldwide basis, and those for Lithuania in particular, is estimated using a model which aggregates across over 150 key country markets and projects these to the current year. From there, each country represents a percent of the world market. This market is served from a number of competitive countries of origin. Based on both demand- and supply-side dynamics, market shares by country of origin are then calculated across each country market destination. These shares lead to a volume of import and export values for each country and are aggregated to regional and world totals. In doing so, we are able to obtain maximum likelihood estimates of both the value of each market and the share that Lithuania is likely to receive this year. From these figures, rankings are calculated to allow managers to prioritize Lithuania compared to other major country markets. In this way, all the figures provided in this report are forecasts that can be combined with internal information sources for strategic planning purposes.

This manual provides doctrine, tactics, techniques and procedures on
how infantry rifle platoons and squads fight. Infantry rifle platoons and
squads include infantry, airborne, air assault, ranger, and light infantry
platoons and squads. This manual supersedes FM 7-8, Infantry Platoon
and Squad dated April 1981, as well as FM 7-70, The Light In fantry
platoon and Squad dated September 1986, and is aligned with the Army’s AirLand Battle doctrine.

The primary audiences for this manual are the infantry rifle platoon
leader platoon sergeant, and squad and fire team leaders; instructors in
TRADOC schools; and writers of infantry [raining literature. Secondary
audiences include other infantry leaders and staff officers, service schools, and ROTC and military academy instructors.

This manual is organized with separate chapters covering doctrine,
tactics, techniques and procedures, and includes a tactical standing operating procedure. This manual is designed to fit in the cargo pocket of the eader's Battle Dress Uniform. It should be used in the field as a guide to training and combat operations. It is written with a heavy bias toward the tactics, techniques, and procedures that make in fantry soldiers successful in battle. Leaders must use the tactics, techniques, and procedures, but they must not lose sight of the simple doctrinal principles outlined in Chapter 1, Doctrine. Additionally, infantry leaders should usc this manual in developing an estimate of the situation and an analysis of mission, enemy, terrain, and troops and time available. This analysis leads to an effective plan and to successful execution of the assigned mission.
